Abstract

The article deals with peculiarities of the cultural activities of the Ukrainian Central Committee (UCC) during 1939–1944. An attention is drawn to the centralized approach of the Ukrainians to managing cultural affairs in the General Governorate. Based on normative documents of Cultural Labour Department of the UCC, as well as individual UCC base units, there is a description of  key aspects of their work (namely, functions, membership rights, specificity of the powers’ validity, and tasks), and there is a representation of the administrative chain of command at the UCC cultural sphere.

It is ascertained that the organization of cultural and artistic activities of the Ukrainians by the UCC in the General Governorate was based on combining steps for developing the national art in regions, as well as forming professional principles of activities in reference to representatives of each branch of the activities, and promoting the functioning of artistic, museum, and library institutions, which was conducive to the comprehensive realization of cultural rights of the Ukrainians both in the Trans-Curzon regions and in Halychyna.

Based on archival materials, there is a representation of activities of the Institute of Folk Art and the Ukrainian Publishing House as determinative structures in restoring national traditions of theatrical, musical, and expositional life of the Ukrainians in the General Governorate at levels of professional and amateurish arts, as well as popularizing achievements of the national culture and developing the publishing and librarianship.

The authoress reveals the specificity of cultural, artistic and educational measures of the UCC Cultural Labour Department, dealing with events and personalities significant for the Ukrainians.

The analysis of archival materials and historiography of the problem shows that despite the control and the scope of management defined by the German authorities, cultural activities of the Ukrainians in the General Governorate during 1939–1944 were marked by structures of the Ukrainian Central Committee’s favouring to strengthening national values in key areas of artistic and cultural-educational activities.
